Council Infrastructure Buildout: Completing MERIDIAN’s Professional Coverage

The Pitch

STRATT just closed the last major gap in its workflow orchestration infrastructure. We’ve extended MERIDIAN from 11 to 15 domains, adding Security, Product, Data, and Marketing councils. This means:
  • Security teams can now orchestrate threat modelling, vulnerability triage, and compliance gates through a dedicated council (Bastion)
  • Product teams can enforce user research backing on feature decisions via protected agent gates (Compass)
  • Data teams have unified pipeline validation and ML orchestration with unbypassable quality gates (Terra)
  • Marketing teams can enforce brand and legal compliance on all external content through gate authority (Herald)
For the first time, STRATT covers all major professional work domains within a single unified infrastructure. Security. Strategy. Intelligence. Commerce. No domain has special treatment; all follow the same council pattern.

What We Built

Four New Councils

🛡️ Bastion (Security)

5-agent roster: Threat modelling → Vulnerability scanning → Compliance audit (protected) → Incident response → Security architecture Why it matters: Security isn’t IT ops. It’s adversarial. A council dedicated to threat modelling and compliance enforcement—where findings cannot be suppressed—shows that STRATT’s FM-04 protection model works across all use cases, not just technical ones. Key differentiator: ANALYST-03 (compliance auditor) is protected. Non-negotiable security controls cannot be bypassed. This is FM-04 in its hardest form.

🧭 Compass (Product)

5-agent roster: User research → Roadmapping → UX audit (protected) → Feature specification → Product leadership Why it matters: Product is strategy, not execution. Most organisations conflate product with dev. Compass separates the what (product) from the how (dev). Feature decisions must be backed by user research—opinion cannot override data. Key differentiator: MERIDIAN-03 (UX auditor) enforces evidence-backed decisions. This is FM-04 applied to strategic choices, not compliance rules.

🌍 Terra (Data)

5-agent roster: Data engineering → Analytics → Data quality (protected) → ML engineering → Data leadership Why it matters: Data is cross-cutting. Every domain (security, product, finance, science) eventually needs data work. Rather than scattering data roles across domains, Terra provides a unified intelligence layer. Quality validation is unbypassable (SPRING-03 protected). Key differentiator: FM-04 applied to data integrity. Pipelines cannot ship without passing quality gates. This is how you build trustworthy AI-assisted workflows.

📢 Herald (Marketing)

5-agent roster: Go-to-market strategy → Content production → Brand compliance (protected) → Growth analytics → Marketing leadership Why it matters: Marketing is persuasion and growth, not reference documentation. Athena (docs) handles accuracy; Herald handles narrative. Brand compliance cannot be bypassed (GAZETTE-03 protected). Every external touchpoint passes the brand gate. Key differentiator: FM-04 applied to commercial content. This is how you enforce consistent brand voice and legal compliance across all customer-facing output.

The Numbers

MetricBeforeAfterImpact
Total domains1115+36% coverage
Professional domains3 (dev, ops, docs)7 (+ security, product, data, marketing)+133% professional coverage
Protected agents37FM-04 now spans all domain types
SPUH capacity utilised11/16 slots15/16 slotsAt full capacity
Councils3 active + 7 planned3 active + 11 planned14 total deployable
Key insight: We’re now at SPUH capacity. The next domain addition requires a breaking change (5-bit field migration). This makes the 4-domain extension feel like a deliberate closing of a chapter, not an interim state.

Go-to-Market Narrative

For Engineering Teams

“STRATT now orchestrates workflows across your entire value chain—from product discovery to security enforcement to data validation to customer marketing. One unified council model. One protection model (FM-04). One capability system. Scale AI-assisted workflows across domains without learning new infrastructure.”

For Security & Compliance Leaders

“Bastion council gives you unbypassable compliance gates. Security findings cannot be suppressed. Threat models feed directly into architectural decisions. For the first time, you have a workflow orchestration system built for security, not bolted on to engineering infrastructure.”

For Product Leaders

“Compass council enforces evidence-backed product decisions. Feature requests must be backed by user research. No more opinion-driven specs. UX audit is a protected agent—it cannot be bypassed. Your roadmap becomes verifiable and traceable.”

For Data Teams

“Terra council is your unified data orchestration layer. Pipelines, analytics, ML, quality validation—all in one council. No more scattering data work across domain silos. Quality gates are unbypassable. No bad data makes it to production.”

For Marketing Leaders

“Herald council gives you brand and legal compliance on every customer touchpoint. External content must pass the brand compliance gate (protected agent). Consistency is enforced, not hoped for. Growth analytics feed directly into strategy decisions.”

Strategic Positioning

STRATT as Infrastructure Layer

Position STRATT as the universal workflow orchestration infrastructure for AI-assisted work. Not a document processor. Not a code generation tool. An orchestra conductor that orchestrates AI agents across all professional domains. Slogan: “One council. Every profession.”

Protection Model as Differentiator

FM-04 (protected agents) is STRATT’s killer feature. It’s not unique to technical domains. It works equally well for:
  • Security (compliance cannot be suppressed)
  • Product (evidence cannot be bypassed)
  • Data (quality cannot be compromised)
  • Marketing (brand cannot be diluted)
Positioning: “Guardrails that scale. Protected agents for every domain.”

Capacity as Urgency

SPUH at capacity = Next domain requires infrastructure migration. This creates a natural stopping point and a compelling narrative for the next roadmap phase:
  • Now (done): Complete professional domain coverage within 4-bit constraints
  • Next (2-3 quarters): 5-bit SPUH migration enabling unlimited domain scalability
